OAKLAND — A 49-year-old man riding an electric scooter was killed Sunday morning in a hit-and-run collision in the Uptown area, authorities said.

He was identified by the coroner’s bureau Monday as Elmo Ballard Jr., of Oakland.

The collision happened about 11:24 a.m. Sunday at the intersection of 18th Street and San Pablo Avenue.

Police said Ballard was riding an electric scooter that had a seat and was traveling northbound on San Pablo Avenue in the pedestrian crosswalk when he was struck by a Mazda 6 station wagon that was traveling southbound on San Pablo and had just made a left turn onto 18th Street.

Ballard was caught under the vehicle which continued on for several feet before stopping. The driver then fled the area on foot, police said.

After being extricated from under the vehicle, Ballard was taken to a hospital,. where he was pronounced dead.

A detailed description of the driver of the Mazda has not been released.

Police have not yet determined if drugs or alcohol were factors in what happened.
