


The city manager in Winters tapped in an interim to serve while he receives medical treatment, according to the manager’s weekly community memo.
Jeremy Craig wrote in his weekly update he was experiencing “medical issues which arose suddenly,” and is actively receiving treatment. In his stead, Joe Gorton was selected to serve as acting city manager, which he has done in the past, according to Craig.
“Joe brings a wealth of experience to this role, having previously served as Acting City Manager for the City of Winters and as the former City Manager for the City of San Ramon,” he wrote. “I am confident in his ability to provide steady leadership and maintain the smooth operation of City services during this time.”
During last Tuesday’s meeting, the city council formally approved the motion to have Gorton take over Craig’s role while Craig recovers. Gorton said he was excited to step into this role, even if it’s just on a temporary basis.
“I’ve always been a fan of Winters, so any time I can help the city out, I’m happy to do so,” Gorton said.
Other new staff were introduced to the public during their Jan. 21 meeting, including the city’s new contract planner Kelly Mumper. As of earlier this month, Mumper officially began work in Winters staffing the planning commission, assisting with day-to-day planning-centric issues and making herself regularly available to answer questions at the planning department in city hall.
In Craig’s weekly update, he said he would remain in constant contact with Gorton “to ensure continuity and seamless operations” until Craig’s return.
“Thank you all for your understanding and support,” he said. “I look forward to resuming my role in the near future.”
