One existing security services contract that continues protection to the Woodland Public Library and another which adds a police presence at the Community College have been approved by the City Council.

The Security Professional Service Agreement with Allied Universal Security Services continues a plan that began in 2017 to keep people and property safe. It was put in effect after patrons and staff were either threatened or forced to contend with some otherwise uncontrollable homeless people who had nowhere else to go.

According to Library Services Director Greta Galindo, the latest agreement is for $70,000 and runs from November 2024 through October 2025. Thus far, $365,000 has been spent by the city for security services.

Galindo reported Allied Security Services provides a “necessary service to the community to ensure the safety of City assets and community members who are using the library facility and services.”

A second agreement will provide a Campus Resource Officer from the Woodland Police Department who will patrol the Gibson Road campus. In the past, Yuba Community College District has provided its own security personnel but patrols were sometimes infrequent due to limited staffing for the various campuses districtwide.

Deputy Chief of Police Dallas Hyde reported Yuba Community College District will fully reimburse the city for the costs associated with this agreement. This includes personnel expenses, vehicle costs, and other resources required for the effective deployment of an officer.

The total compensation for the duration of the agreement shall not exceed $950,000, according to Hyde’s report.

“The CRO will promote safety, deliver educational workshops, and support emergency response and intervention efforts on campus,” Hyde states.

“The Yuba Community College District has expressed the need for a Campus Resource Officer to enhance campus safety, promote a secure learning environment, and foster positive relationships with students, staff, and the surrounding community,” Hyde added. “This agreement aligns with the city of Woodland’s commitment to supporting community safety and well-being.”

Some of the workshops proposed include bullying prevention, human trafficking awareness, and suicide prevention, participating in emergency response planning, intervention programs, and restorative practices.

The officer would also support campus emergency drills and protocols.

Yuba College District will reimburse the city for personnel, equipment, and vehicle costs associated with the officer’s deployment, including a one-time cost of $120,838 for vehicle and equipment procurement, an annual reimbursement of $36,879 for vehicle and equipment maintenance, personnel costs based on the officer’s classification, which amounts to $237,319 annually, adjusted for merit increases and updates to compensation rates.

The agreement is effective upon approval by both parties and will remain in effect through June 30, 2028.
