


The new Louisville city manager is expected to start in late March, after the City Council reviewed and approved her contract.
The council unanimously voted to select Diana Langley as the new city manager at a Jan. 27 meeting, and then proceeded to work on an employment agreement with Langley which was approved at its Tuesday meeting. Langley’s expected start date is March 31.
The agreement states that Langley must become a resident of Louisville within six months of her start date, and must remain a resident throughout her employment. Langley will be relocating to Louisville from California, where she served as the city manager of Yuba City. She was the only finalist for the position to not be based out of Colorado. As part of the relocation, the city will reimburse Langley up to $10,000 for relocation expenses.
Langley will receive a $300,000 yearly salary, with the advertised range for the position being between $232,459.22 to $330,186.98. The agreement states that it is intended for the city manager’s salary to increase to reflect the pay of other city managers in the area. She is also eligible for a merit salary adjustment, based on the council’s discretion.
The city will also provide Langley with a vehicle allowance of $500 monthly, with Langley responsible for driving herself as needed. She will also be provided with a city-owned phone, laptop and other necessary equipment.
Former City Manager Jeff Durbin was placed under administrative leave in June 2024 after a council executive session. The meeting agenda stated the confidential meeting was to discuss personnel matters involving an employee appointed by the council.
Durbin offered to resign from his role in July 2024, and the council accepted the resignation. No formal reason for his resignation has been provided by the city. The city then started the search for a new city manager in September 2024. Deputy City Manager Samma Fox was appointed as interim city manager after Durbin’s resignation, and she will return to her previous role once Langley starts.
