MONTVILLE – The cost of a proposed new trash disposal service was unveiled when Montville Township Trustees opened bids from haulers for exclusive rights to operate in the township.
Four trash haulers operating in the area submitted bids to offer trash disposal and curbside recycling service to all residents of the township. Trustees and Medina County Solid Waste Coordinator Beth Biggins-Ramer opened the bids at the July 11 meeting of township trustees.
Waste Management Services, Kimble Recycling and Disposal, Rumpke Waste and Recycling and C. Martin Trucking all submitted bids on the exclusive contract to operate in Montville. Republic Waste Services also had requested a bid package from the township but decided not to submit a bid for the services.
Bids included three level of services which township residents could select from and cost estimates for those services did not vary greatly in the bids submitted by Waste Management, Kimble and Rumpke. These are the prices quoted for the monthly charge to customers in the first and fifth years of the contract for either unlimited service in which residents can place multiple trash cans and bulky items at the curb and limited service in which only one trash cart supplied by the hauler will be emptied:
• Waste Management – $18.50-$20.88 (unlimited), $15.50-$17.45 (limited)
• Kimble – $17.05-$18.77, $16.05-$17.85
• Rumpke – $18.95-$20.40, $16.95-$18.25
The third level of service includes no trash cart for customers but requires them to purchase trash bags from the hauler. Each hauler would instead charge the customer a base rate and a fee for the trash bags they supply.
Waste Management’s proposed first year fees for the bag service is $1 for the monthly service and $2.50 per bag. Kimble would charge a base fee of $7 and $2 per bag. Rumpke would charge a $4.50 service fee and $3.05 per bag.
C. Martin did not submit bids for either the unlimited or bag services. Its monthly charge to customers for limited service would be $31.92 in the first year of the contract and $33.85 in the fifth year.
Township Trustee Ron Bischof said he and fellow trustees would take time to analyze the bids and get feedback from the community before making a decision on the bids.
Ramer said the bids appeared to offer a cost savings for most township residents. She said Montville residents pay $23-$33 per month for trash service in some parts of the township, but some others pay less if they live in a neighborhood in which the homeowners’ association negotiated a lower rate for exclusive rights to serve that development.
Township trustees became interested in issuing a township-wide trash disposal contract to limit the number of garbage trucks operating in the community and also to expand recycling opportunities for residents.
A big factor in soliciting the trash and curbside recycling bids was a $250,000 grant from the Ohio Environmental Protection Agency. Trustees plan to use that money to purchase the 64-gallon carts each resident will be given to place their recyclable paper as well as plastic, metal and glass containers.
“The trustees are very excited to be able to introduce both curbside recycling services and reduce the costs for trash removal to the majority of our community,” said Township Trustee Sally Albrecht.
Trustees said in a prepared statement they expect to award a bid for the new service at their regular meeting scheduled at 7 p.m. July 25.
