Police said Shane Patton, 31, was arrested Wednesday morning. He’s charged with two counts of felony neglect in the Jan. 27 death of Jocelyn Belcher.
The child’s body was found in her crib, wrapped tightly in a blanket. A coroner ruled her death a homicide due to neck compression, and a post-mortem physician found the child’s injuries consistent with a hand being placed over her mouth and neck.
Her mother, Crystal Belcher, 29, is in jail facing the same charges as Patton.

Detective Sgt. Dana Cole, of the Bloomington police, said the students paid for their own flights, but arrived last week at a Las Vegas hotel and learned that no reservations had been made for them.
Cole said the students couldn’t reach the man they’d paid about $60,000 for hotel reservations and group activities for their Oct. 4-7 fall break trip.
He told The Herald-Times that a detective eventually spoke to the man, who promised to repay the students’ money and blamed the oversight on a family emergency.
Auto industry supplier planning $90 million Indiana expansion
Gov. Eric Holcomb’s office announced the plans by NTN Driveshaft Inc. in Bartholomew County that could lead to 100 new jobs by 2023.
The company plans to invest $90 million to increase its forging operations, buying and installing two hot forge presses and other equipment. As part of its expansion, the company plans to renovate existing space and expand its Columbus facility. Increased production is planned to start in fall 2019.
NTN Driveshaft is part of NTN Corp., which makes mechanical parts and equipment, such as bearings, drive shafts and production equipment. The Indiana Economic Development Corp. offered NTN Driveshaft up to $750,000 in conditional tax credits based on the company’s job creation plans.
Fungal blight that infects boxwood shrubs discovered in Indiana
The state Department of Natural Resources said an inspector found the boxwood blight fungus in early October on boxwoods at a store owned by a national home and garden chain.
The DNR’s Division of Entomology & Plant Pathology said investigators found that 23 of that chain’s stores across Indiana received shipments of infected boxwoods from an Oregon nursery.
Those stores were required to pull their boxwood stock for disposal and to disinfect their garden areas.
The boxwood cultivar Graham Bland was found to be particularly infested with the blight, which creates dark leaf spots and causes rapid defoliation that sometimes kills young boxwoods.

The agency says the drill occurring at 10:18 a.m. Thursday promotes earthquake safety preparation and awareness. Participants should drop to the ground, take cover under a sturdy table or desk and hold on as if a major earthquake were happening.
The agency said Hoosiers face a serious threat of earthquakes along the New Madrid Seismic Zone, located 180 miles southwest of Evansville, and the Wabash Valley Seismic Zone, which includes parts of southeastern Illinois and southwestern Indiana.
