Jonestown Bank & Trust Co. recently promoted Jessica Francis to the position of assistant vice president and treasury business solutions manager.

In her new role, Francis will oversee JBT’s treasury management team, focus on building products to help business clients enhance their operations and develop new commercial relationships for the bank.

Francis joined JBT in 2022 as a business solutions officer and has more than 20 years of banking experience. Francis began her career at Bank of Lancaster County before joining PNC. Prior to joining JBT, Francis was employed by Marine Bank & Trust Company in Vero Beach, Fla.

An active supporter of the Historic Preservation Trust of Lancaster and the LNS Air Show, Francis lives in Lititz and is a graduate of Penn Manor High School.

Tompkins Community Bank

Tompkins Community Bank has welcomed Cody Hallowell as agricultural lending relationship manager. Bolstering Tompkins’ team of financial experts who support Southeastern Pennsylvania’s agricultural community, Hallowell will provide banking and lending solutions to farmers throughout the region.

Prior to joining Tompkins, Hallowell held roles at MidAtlantic Farm Credit and RBS Citizens Bank. During these seven years in the banking and financial services industry, Hallowell developed his lending, business and credit-related skills with an emphasis on agriculture, in addition to honing his ability to provide top-notch customer service. A resident of Dryville, Hallowell is a member of the Pikeville and Rockland Rod and Gun Clubs as well as the Oley Fire Company.

“Cody’s diverse agricultural and financial background, in addition to his deep roots in Pennsylvania, make him an ideal fit for this role. Saxton & Stump

Saxton & Stump has promoted Amy L. Blackmore to equity shareholder. Blackmore, formerly senior counsel, is a member of the Healthcare Litigation, Commercial Litigation, and Appellate and Post-Trial Advocacy groups. She represents healthcare providers — including doctors, hospitals, nurses, and long-term care facilities — in medical malpractice cases, bringing a wealth of experience to arbitration and trial settings. The promotion became effective Jan. 1.

After first joining Saxton & Stump in 2017, she transitioned to Amazon as a senior program manager and compliance officer in its Transportation, Risk, and Compliance Division. She rejoined Saxton & Stump in 2023, bringing valuable insights from her corporate role that have elevated her legal practice and enhanced the firm’s service to clients.

Having practiced in the Philadelphia, Lehigh Valley, and central Pennsylvania regions, Blackmore has developed strong relationships within the legal community and an in-depth understanding of regional court systems. She is admitted to practice law in Pennsylvania and New Jersey and before the U.S. District Courts for the Eastern, Middle, and Western Districts of Pennsylvania and the District of New Jersey.

Blackmore graduated summa cum laude from Muhlenberg College and earned her law degree cum laude from Temple University Beasley School of Law.

Barley Snyder

Robin L. Felty has joined Barley Snyder as its chief operating officer. Felty brings more than 15 years of experience in operations leadership and strategic planning to Barley Snyder. As COO, Felty will lead the administrative and financial functions within the firm. She will work closely with the firm’s management committee and administration, executing initiatives to shape overall operations. She will also collaborate with the firm’s leadership team to further enhance Barley Snyder’s culture of excellence, innovation and client service.

Felty joins Barley Snyder after serving as superintendent at Manheim Township School District for eight years. Prior to that, she served in several other roles within the education sector. Felty earned her Doctor of Education from Immaculata University, her Master of Business Administration from Lebanon Valley College, her Master of Education from Millersville University, and her Bachelor of Science in education from Eastern Mennonite University. Active in her community, she currently serves on the board of directors of Leadership Lancaster and the Lancaster Sunrise Rotary Club, in addition to being a member of the Lancaster County STEM Alliance Advisory Board and the President’s Advisory Council for Thaddeus Stevens College.

Felty replaces Dorothy Rund, who retired after nearly 30 years of service to the firm.

Attorney Asahel D. Church has joined the firm of Barley Snyder in its Lebanon office. He is the newest member of the firm’s Litigation and Real Estate practice groups.

Church is a graduate of Northwestern University and Penn State Dickinson School of Law. Before coming to Barley Snyder, he worked at a regional law firm where he concentrated his practice on medical malpractice defense. Prior to becoming a lawyer, he was a middle and high school English and history teacher. Active in his community, Church serves as a volunteer with the Judge Hoover Pro Bono Guardianship Monitor Program and the Dauphin County Bar Association’s Custody Clinic. He is also a member of the Pennsylvania Bar Association’s law education committee.

Muhlenberg Greene Architects

Muhlenberg Greene Architects has announced that Bradley S. Blankenbiller, RA, CSI, has completed the requirements for licensure and is now a Registered Architect in the Commonwealth of Pennsylvania.

Blankenbiller has been part of the design team at MG Architects for more than 10 years. He earned a Bachelor of Architecture degree, with an environmental sustainability minor, from Philadelphia University in 2013. He is now MG Architects’ sixth licensed architect.

The path to licensure requires an architecture degree from a school accredited by the National Architectural Accrediting Board, followed by the completion of a minimum of three years of experience through the Architectural Experience Program. After this, the candidate must pass the six-part Architect Registration Examination.

Blankenbiller has been a key team member for many notable local projects including the Reading Area Community College eSports Center, Berks County Agricultural Center Phase 1, and the Reading Muhlenberg Career and Technology Center new welding building. He also serves on the Occupational Advisory Committee for the Berks Career and Technology Center, and is a member of the Construction Specifications Institute.

Blankenbiller works out of the firm’s Wyomissing office, but will support projects throughout the firm’s service area, including nine states and the District of Columbia.
