In a news story published Thursday, The Daily Democrat reported the City Council has approved a study that could expand the Urban Limit Line to include Clark Pacific and Bayer Research and Development in order to provide the companies with city services such as water and sewer. However, according to a report provided to the City Council, the study will only look at providing services and not actually expanding the Urban Limit Line. The report states: “Staff recommends initiating this process by accepting the applicants’ petition for a General Plan amendment and directing staff to conduct a comprehensive evaluation of the proposed service extension against the intent of the ULL, including impacts on agricultural land, city infrastructure capacity, environmental considerations, and necessary service agreements to cover potential future service, facility, and maintenance costs associated with the utility extensions.”
