MONTEREY >> The Monterey City Council will vote on business improvement assessments and decide on a long-term park development plan for the Old Capitol Site.

The council will hold a public hearing Tuesday to renew assessments for the Cannery Row, New Monterey and North Fremont Business Improvement Districts for the next fiscal year. These assessments fund promotions, beautification, advertising and operational upgrades in the city’s business corridors.

Revenue from the BIDs ranges from approximately $14,000 in New Monterey to $140,000 in Cannery Row.

The assessment is collected as a surcharge on business license fees and varies by district.

The Cannery Row BID applies a 100% surcharge, capped at $5,000 per business.

The New Monterey and North Fremont BIDs levy 25%, with caps of $250 and $500, respectively.

Protests from business owners representing 50% or more of the total assessments could block the renewal.

Also up for a vote is a concept for developing the Old Capitol Site into a passive-use park. The 135-acre area, acquired in 2019, contains environmentally sensitive habitat and endangered species.

The proposal includes 4.5 miles of trails — about one mile ADA-accessible — a gravel parking lot, interpretive signage and minimal environmental disturbance by reusing existing fire roads.

The project could cost up to $12 million and will rely heavily on external funding and long-term city maintenance. The Parks and Recreation Commission unanimously recommended the concept.

The Monterey City Council will meet at 4 p.m. Tuesday, at Monterey City Hall, 580 Pacific Street.
