Yolo County’s Board of Supervisors approved a motion to form a partnership with the city of Sacramento and Sacramento County to provide various waste management services to the county’s neighbor, according to the summary provided in the Tuesday meeting’s agenda.

Talks about assisting the state’s capitol with organic material diversion services — services that redirect organic waste from landfills to other uses, such as recycling, composting, or reuse — started in 2019 with the hopes of reducing the amount of waste in landfills in Sacramento.

As part of this original process, Yolo County was selected by both the city and county of Sacramento to provide these services. The agreement with the city was originally approved by the board on May 19, 2020, and the county of Sacramento agreement (Agreement 21-37) was approved on Feb. 9, 2021.

The original agreements were meant to be short-term, but according to the agenda item’s report, the city and county of Sacramento decided to look into forming a long-term contract. Yolo County was selected as the recipient of the contract, and Tuesday’s motion made the partnership official.

The contract states:

Yolo County and its contractor, Northern Recycling LLC (“Northern”), submitted a proposal to the city of Sacramento pursuant to which Northern would haul organic material from the city’s facilities and process said material at the Yolo County Central Landfill.

Yolo County and its contractors, in the performance of its obligations hereunder, is subject to the control or direction of Sacramento as to the designation of tasks to be performed, the results to be accomplished by the services agreed to.

The cost of providing services to the city and county of Sacramento is estimated to be $444,500, which the county states represent the payment to Northern for their portion of the revenue collected from the city.

The city agreement will begin in July 2025. This agreement includes a minimum tonnage commitment from the city of 7,000 tons, resulting in a minimum estimated gross revenue of $567,840. This will create a net revenue to the Sanitation Enterprise Fund of $123,340 and the balance paid to Northern.

The county agreement will begin in July 2027. This agreement includes a minimum tonnage commitment from the county of 20,000 tons and will have a minimum estimated gross revenue of $1,982,600, with net revenue to the Sanitation Enterprise Fund of $352,400 and the balance being paid to Northern.
