


Beginning this spring and continuing into the fall, a series of streets in Woodland will receive some long-needed maintenance.
The City Council will consider awarding a $1.108 million road maintenance to JV Lucas Paving after a bidding process.
Targeted during the 2025 work are Third Street from Main Street to Gibson Road; Granada Drive from Viento Lane to Second Street; and the Hays and Second streets intersection.
According to a report prepared by Diana Ayón, senior associate civil engineer for the city, the streets were selected because they are “at an age and condition which is prime for pavement surface work to preserve their condition and prevent the need for full reconstruction.”
Specific work will entail 2-inch grinding and repaving of Third Street, between Main Street and Gibson Road, as well as American with Disabilities Act improvement; ADA improvements on Granada Drive between Viento Lane and Second Street; and ADA work at the Hays and Second streets intersection.
The council approved plans for the projects at its Dec. 17, 2024 meeting, leaving city engineers to call for bids. There were 12 companies providing bids with JV Lucas Paving submitting the lowest bid of $1,108,407. The next lowest bidder was All Phase Construction & Engineering, which estimated the work would cost $1,129,852.
The project is identified in the current Capital Budget, and is budgeted at $3.185 million, with the money coming from Measure F and the Water Enterprise Fund.
The project budget includes the costs for design, project management, construction management, inspection, construction, and contingency.
Measure F was approved by voters in November 2016. It extended the ½ cent supplemental sales tax until 2028, and specified that the money would go toward general city services including pavement maintenance.
Over 14 years, the city has completed pavement maintenance projects in most areas of the community with the focus shifting in recent years to “collector streets,” where traffic is headed toward primary, more heavily traveled roads.
City staff anticipates construction starting this spring and competition by late summer.
