Bill was born in Ann Arbor, Michigan at the University of Michigan Hospital on August 23, 1954 to Glen and Mary Luna. His dad got a job at Rohr Aircraft in San Diego and the family moved to Mission Hills when Bill was about a year old, then to Arizona for a short time, then back to Imperial Beach when he was four. He attended San Diego State for his bachelor's, and Cal State San Bernardino for his Masters in Public Administration, where he served as an adjunct professor for a few years.

Bill began his career with the County of Riverside in 1982 as a Project Manager with the Community Action Partnership. He moved to the County’s Executive Office in 1986 to serve as an Administrative Manager. In 1990, he joined the Sheriff’s Department where he ultimately was promoted to Chief Deputy / Director of Administrative Services. Bill returned to the Executive Office in 2004 as the Finance Director and was later named Assistant County Executive Officer. The Board of Supervisors selected him as the County Executive Officer (CEO) in 2008 and he served in that capacity until late 2011. He was the County’s CEO during one of the most difficult times in our history and he won the praise of the Board for his leadership during a time of economic turmoil.

Bill and his family enjoyed traveling, especially camping, hauling their airstream up and down the coast with his wife and four-legged co-pilots. He enjoyed coaching and managing his kids' soccer and basketball teams, reading, playing music, attending concerts, good food and wine, making people laugh, and hating the Lakers (he grew up a Celtics fan). Not only did he have movie quotes ready for every occasion, or random facts queued for every conversation, he had a tremendous heart and did everything he could do to support his family.

Bill passed away on March 16, 2025 at his home in Lake Arrowhead with his wife Paula and beloved pets, Christo the Cat, and his dogs Duke and Baylee, by his side. He is survived by Paula, his wife of 44 years, kids Julia and William, their spouses Jason and Karena, and his beloved pets and grand pets.
