Over four years after Jacquice Baylock was lured to Gary, then gunned down, charges were unsealed against a third man in his death.

Dwain “Glizzo” Cunigan, aka Dwain Johnson, 21, was charged in January 2021 with murder and robbery resulting in serious bodily injury. He also faces a gun enhancement, which would add more prison time if convicted.

His case was unsealed Oct. 29. It is pending before Lake Superior Judge Samuel Cappas in Crown Point.

Cunigan is serving a 30-year sentence in Illinois in an unrelated case as an accomplice in retired Chicago firefighter Dwain Williams’ December 2020 death during a failed carjacking, prison records and media reports show.

Back in Indiana, five people are implicated in 18-year-old Baylock’s death.

Court records show Jazmin Garcia’s boyfriend targeted him after Baylock started seeing her. She testified the boyfriend threatened to kill her, unless she lured Baylock, of Lynwood, Illinois, to his death in Gary.

Prosecutors alleged Jason Hinton and the boyfriend ambushed and shot Baylock to death on July 1, 2020, before stealing parts of $2,000 in cash he carried on him.

Charges appear to be still sealed against the boyfriend.

Laquan Tolliver, Hinton and Garcia were also charged in connection with Baylock’s death. Tolliver’s case was dismissed without prejudice in September 2023, meaning it could potentially get refiled later. Hinton was sentenced to 81 years in September 2022.

Garcia took a plea deal for aggravated battery in April 2022. All of the other cases have to clear before she is sentenced. She has been jailed since 2021.

For his part, Cunigan picked out the original Gary location and was in the car as they fled back to Chicago, charges allege.

Garcia and her boyfriend had been together for 4-5 years and had two children together, but she had been recently interested in Baylock, eventually admitting to police they were “thirsty” to talk and be with one another, she said in court documents. Her boyfriend and friends had talked about killing him multiple times in the past, court records show.

On July 1, 2020, armed with a gun, the boyfriend allegedly ordered her to lure Baylock out and take him to a designated spot in Gary from Lynwood or she would “die in that car with him,” charges allege.

When they arrived in Gary, Steven Rice had been shot and killed near 15th and Cleveland Avenue hours earlier, which police were investigating as an unrelated incident, charges allege.

After moving to a new location, Barron and Hinton walked up and shot Baylock, documents state. They pulled Garcia into their car during the shooting, charges allege. Baylock tried to run and was dropping cash during the shooting, records state. The men hadn’t planned to rob him, but took the money and split it between themselves, documents show.

They took off on the interstate back to Illinois.

Illinois prison records show the boyfriend is serving a 60-year term for murder in Dwain Williams’ death. Cunigan flipped and testified against him and co-defendant Jaylen Saulsberry in that case. A 15-year-old boy was also charged.

The Chicago Tribune previously reported that police believe the would-be car thieves were members of a “crew” that stole cars in the south suburbs.

Cunigan is also serving a three-year sentence for trying to bribe a Cook County Jail employee.
