


Drug Arrest: On May 9 at around 12:05 a.m. an officer was conducting an extra patrol in a business complex on the 10 block of West Court Street and was flagged down by a private security guard related to some suspicious activity. The officer located two occupied vehicles nearby. Accompanying the vehicles were multiple people, including 48-year-old Tarvaris Whaley of Woodland.
While talking to Whaley, another officer saw drug paraphernalia in plain view inside the vehicle Whaley was associated with. There was also a subsequent alert from K9 Bruno on the vehicle. The vehicle was searched, and other drug paraphernalia, along with less than a gram of methamphetamine, were located. A records check confirmed Whaley had a misdemeanor warrant from another agency. Whaley was arrested and booked at the Yolo County jail for a warrant, possession of drug paraphernalia, and possession of a controlled substance.
Repeat Thefts Arrest: On May 10 at around 2:18 p.m., officers were dispatched to a business on the 100 block of Main Street, where 41-year-old Christopher Keck of Woodland was detained by loss prevention associates for shoplifting. Before officers arrived, loss prevention had also located drug paraphernalia in Keck’s pants pocket. A records check confirmed Keck was on searchable probation. Additionally, officers checked Keck’s criminal history and determined he had multiple convictions for various property crimes. Keck was booked at the Yolo County Jail for theft with prior convictions, possession of drug paraphernalia, violation of probation, and shoplifting.
DUI Traffic Collision Arrest: On May 11 at around 11:01 p.m., officers were dispatched to a traffic collision involving two vehicles on the intersection of West Gibson Road and County Road 98, one of which was a Yolo County Sheriff Department vehicle. During the investigation by Woodland Police Officers, the Yolo County Sheriff vehicle was struck by a vehicle driven by 20-year-old Ismael Quirarte of Woodland.
As a result of the collision investigation, it was determined that Quirarte did not stop at the stop sign before the crash. Quirarte, a passenger, and the Deputy Sheriff all sustained apparent minor injuries. A records check showed Quirarte was on searchable probation. Officers noticed Quirarte showed signs of impairment, which were confirmed after field sobriety tests. Quirarte was booked at the Yolo County Jail for driving under the influence, causing bodily injury, driving under the influence with a blood alcohol content greater than .08, causing bodily injury, driving under the influence by a minor, and a probation violation.
Parole Violation Arrest: On May 12 at around 5:02 a.m., officers were conducting an extra patrol in the downtown corridor near Main and Elm Street and contacted 41-year-old Carlos Albiso camping near a business. A records check showed Albiso had an active warrant for violation of his Parole terms. During the arrest, Albiso told the officer he had a methamphetamine smoking pipe in his possession. Albiso was arrested and booked for a parole violation and possession of drug paraphernalia.
Homeless Outreach Street Team Weekly Report
HOST made 51 contacts and offered services to 20 individuals, three accepted services. HOST tagged three camps and cleaned up six. HOST conducted six downtown patrols.
The Community Enhancement Specialist (C.E.S.) coordinated cleanup efforts in collaboration with H.O.S.T. and a junk removal service across various campsites throughout the town. C.E.S. is dedicated to fostering relationships with the unhoused population to facilitate city cleaning initiatives and has received positive feedback regarding these efforts. The unhoused community has been actively involved in collecting litter that has been left behind, thus contributing positively to the community.
