


Possession of Stolen Property Arrest: On July 6 at around 8:36 a.m., officers saw a subject taking a shopping cart from a local business located on East Gibson Road and Pioneer Avenue. When the officer attempted to contact the person —54-year-old Charles Hiol of Woodland—he ignored the officer and continued to walk away. When additional officers arrived, Hiol struck the officer with the shopping cart and then attempted to run away. Officers were able to grab Hiol’s backpack and take him into custody. Hiol was booked at the Yolo County Jail for resisting arrest and possession of stolen property.
Probation Violation Arrest: On July 6 at around 11:28 a.m., officers responded to a call for service of a battery that occurred at the location near the 1900 block of East Beamer Street. The suspect —39-year-old Joe Ramirez of Woodland— struck the victim on the back of the head and fled the location on a bicycle. Another officer located Ramirez near East Main Street / County Road 102. Ramirez did not stop on his bicycle and the officer followed Ramirez until he surrendered. A records check confirmed Ramirez was on searchable probation. Ramirez was arrested and booked at the Yolo County Jail for battery and a violation of post-release community supervision.
Stolen Vehicle Arrest: On July 9 at around 11:43 p.m., officers responded to the area near the 1200 block of East Gibson Road for a Flock alert that a stolen 2003 GMC truck had just arrived within the City of Woodland. A suspect listed on the alert—36-year-old James Morton of Woodland— was located in the area and detained. Morton initially provided an incorrect name and later stated the person he identified himself as was a friend of his. Once his identity was discovered, a records check showed he had a felony warrant for his arrest from an outside agency. A search of Morton’s property showed he was in possession of the stolen GMC keys and drug paraphernalia. Morton was arrested and booked at the Yolo County Jail for possession of a stolen vehicle, false personation of another, possession of drug paraphernalia, and a warrant.
Fireworks Enforcement Summary: Between July 3 and 5, officers responded to 102 fireworks-related calls, with 83 of those occurring on July 4 alone. At least $41,000 in fines were issued during this period. Additional citations are still pending. This recap does not include enforcement actions and proactive responses that took place in the weeks leading up to Independence Day, during which officers issued warnings, conducted patrols, and confiscated fireworks as part of ongoing prevention efforts.
Homeless Outreach Street Team Weekly Report
HOST made 41 contacts and offered services to 11 individuals; all 11 accepted the service. HOST tagged 4 camps and cleaned up 4. HOST conducted 12 downtown patrols and had 33 patrol assists.
This week, our Homeless Outreach Street Team (HOST) hit the streets of Woodland — not only continuing outreach efforts but also identifying and logging graffiti around town. These reports are now in the hands of our Community Enhancement Specialist, who will follow up to help keep our neighborhoods looking their best. Even better news: thanks to community reporting, we’ve seen a decrease in graffiti over the past few weeks.
