


Two City Hall staffers, including Boston’s chief of staff for the office of police accountability, have been placed on unpaid leave after being arrested on charges related to an alleged domestic assault, according to officials and court records.
Marwa Khudaynazar, 27, and Chulan Huang, 26, were arrested after police responded early Thursday to an apartment on Hudson Street in the city’s Chinatown neighborhood.
Khudaynazar, who runs the city’s police accountability office, was charged with assault and battery on a police officer and assault on a household member. She made $83,769.77 in total pay last year, according to city payroll records.
Huang, a neighborhood business manager for the city’s office of Economic Opportunity and Inclusion, according to the city’s website, was charged with assault and battery on a household member. He earned $70,469.22 in total pay last year, payroll records indicate.
“We both work for the city of Boston, we both work for the mayor’s office,” Khudaynazar told responding officers, according to a police report.
Both entered not guilty pleas during arraignments at Boston Municipal Court Thursday.
Khudaynazar allegedly told police that he was cheating on her, and she went on a date with his boss Wednesday night.
Huang allegedly told responding officers that she and his boss “booked a hotel room and she came here to rub it in my face.”
That’s what the boyfriend and girlfriend told police triggered the alleged domestic incident.
A mayor’s spokesperson told the Herald Thursday afternoon: “When the City learned of the incident, both employees were placed on unpaid leave effective immediately while the City continues to investigate.”
Officials have removed Khudaynazar’s and Huang’s bios from the city website.
“The City takes these allegations very seriously and holds all public servants to the highest standard,” the spokesperson added.
According to the police report, Khudaynazar called 911 at about 2:09 a.m. Thursday to report that her boyfriend, Huang, “took her phone and car and took off.” Huang returned before officers responded to the scene.
Upon arrival, officers heard shouting as they approached the door.
Police found an open door and knocked and announced their presence. Inside, they saw a shirtless man later identified as Huang, and Khudaynazar, who, according to police, was yelling “please let me go.”
Officers separated the pair and saw multiple bite marks on the man’s chest and arms, according to the police report.
Huang told one officer: “She went on a date with my boss.” “And then they booked a hotel room and she came here to rub it in my face.” He then mentioned that he “ran out the back door” after he took Khudaynazar’s phone and “read through the messages.”
Khudaynazar allegedly started punching and biting Huang when the boyfriend said he gave her the phone back, according to the police report. An officer spotted “what appeared to be four bite marks, one on each arm, one on his chest, and one on his left shoulder area.”
Speaking with police, Khudaynazar told officers that Huang had cheated on her and also that she had gone on a date with his boss. Officers described Khudaynazar as smelling of alcohol and slurring her words during the encounter, the police report states.
Khudaynazar told police Huang was holding on to her wrists and wouldn’t let her go. She allegedly further stated, “I was biting him in self-defense.” An officer observed marks on her left wrist, which she confirmed were from the incident, the police report highlights.
Khudaynazar confirmed to officers she and Huang had been dating for a year and that she does not live in his apartment, “she was just visiting,” the police report states.
When officers went to arrest Huang, Khudaynazar stated, “I don’t want that, I was lying, I was lying, I swear to god I was lying, I bit him, he has bit marks on him.” She allegedly shut the door on an officer who tried to enter the apartment, saying, “We both work for the city of Boston, we both work for the Mayor’s Office.”
The police report details how Khudaynazar refused to provide officers with her ID to verify her address as she ignored orders to leave the apartment. Khudaynazar then claimed that she did live there.
Khudaynazar then allegedly used her body to block an officer from leaving the apartment, telling the officer to use another door to get out, the police report states. The officer declined, with the woman responding, “So make me move.”
The officer said “excuse me” several times before “trying to physically move her hand out of the way.”
Khudaynazar then allegedly “ripped her hand out of the officer’s hand and pushed the officer’s right hand and proceeded to strike the officer on the chest,” according to the police report.
After police placed Khudaynazar in handcuffs and brought her to the cruiser, Huang allegedly uttered from the back of the vehicle, “We both work for the city this is unnecessary.”
Khudaynazar and Huang were released on personal recognizance following their arraignment Thursday.
