SAN JOSE >> A proposed San Jose housing development that could produce hundreds of residences near a key transit stop is poised to zip through the city approval process.

The residential project is slated to produce 203 homes near the corner of East Capitol Expressway and Narvaez Avenue, documents on file with city planners show. The project would sprout next to a VTA transit station on East Capitol Expressway, the city planning files show.

All the homes in the project, which is being developed by MidPen Housing, are expected to be affordable, according to city planning documents.

“MidPen Housing, in partnership with Santa Clara Valley Transportation Agency, aims to create an Emerging Urban District Mobility Hub by repurposing the existing surface parking into a vibrant, walkable, bikeable, sustainable, and transit-oriented mixed-use development,” according to a post on a VTA-created website.

Foster City-based MidPen Housing, a nonprofit firm, said the housing for the project would be set aside for people making 30% to 60% of the area median income.

For a one-person household, the income limit would range from $34,800 to $63,550. The income limit for a four-person household would range from $49,700 to $90,800, VTA and MidPen Housing stated.

The residences are expected to consist of studios and one-, two- and three-bedroom units, according to the project plans.

The proposed development is expected to be placed in a fast-track city review process that would require only the approval of the Planning Department.

The housing would consist of two buildings connected by an elevated open-air walkway, project plans show.

The project is also expected to add a new transit plaza next to the housing, which will be alongside State Route 87.

The timeline for launching construction wasn’t immediately clear. MidPen Housing is seeking construction financing for the proposed development.
