A man was arrested after reportedly choking and sexually assaulting a woman during a domestic violence incident last week in Boulder.

Vincent Isaac Cortez was charged with sexual assault, second-degree assault, third-degree assault and obstructing a peace officer.

He is being held in custody on a $300,000 bond and is set for a preliminary hearing on Oct. 10.

According to an affidavit, at 3 a.m., Boulder officers responded to a call of a woman ringing a neighbor’s doorbell and knocking on their front door, asking for help.

Upon arrival, police learned that the woman said Cortez assaulted her over the course of two days.

The woman and Cortez were known to each other.

Between 3 and 3:30 p.m. Sept. 11, the situation escalated when Cortez reportedly choked the woman inside her car in a parking lot, according to the affidavit.

The woman told police in an interview that she lost consciousness and believed she was going to die.

According to the affidavit, she also stated that after regaining consciousness, she asked Cortez why he did it and he choked her again while she pleaded with Cortez not to kill her. The woman told police this caused Cortez to stop and “despite the severe assault, she did not call 911 immediately because she did not want Cortez to go to jail.”

On Sept. 12, when the woman picked up Cortez from Longmont, he was drunk, started acting erratically, removed his clothes and jumped into a pool, according to the affidavit.

He then asked the woman to join him but when she refused and went inside the residence, “Cortez’s behavior turned violent again.”

According to the affidavit, once he was in the apartment, Cortez began throwing the woman around the room and forced her to perform oral sex on him. The woman told officers that he continued to slap, punch and pull her hair.

Eventually, Cortez passed out from intoxication, giving the woman an opportunity to leave, according to the affidavit.

The woman also told police that she was experiencing significant pain, particularly in her chest and throat as a result of the assault, according to the affidavit.

According to the affidavit, Cortez was arrested following a standoff with police on Friday. Boulder police have not yet confirmed if Cortez was one of two people booked following a standoff in north Boulder that day.

He was later booked into the Boulder County Jail around 3:58 a.m. Saturday.

According to court records, Cortez currently has three open domestic violence cases and another assault case in Boulder County.
