OROVILLE >> Among the business items at the Oroville City Council’s regular meeting Tuesday, the biomass energy company Biomass Renewable Energy Inc. will present plans to construct a facility in Oroville and develop a local microgrid utility.

According to a staff report, the company plans to launch construction in 2026 of a power plant, which is said to convert organic waste from the region into renewable energy delivered into the existing energy grid. In the future, the project is planned to expand microgrid infrastructure in the city for housing and businesses.

The report said city has been in contact with the company, “believes this partnership may offer substantial community benefits,” and recommended City Councilors advise staff to continue collaboration.

According to the presentation, benefits of the development include reduced energy costs, increased resilience in outages and climate-related disruption, job creation and “enhanced attractiveness for economic development, particularly for energy-intensive industries.”

Other business

After the presentation, councilors are scheduled to consider a number of items including:

• An agreement with Sewerage Commission Oroville Region to pay in part an expansion to the Ruddy Creek lift station.

• Forming a committee to investigate the formation of community facilities districts for housing developments, pending a feasibility studies.

• An update on the city’s capital projects for 2025-26.

• A procedure update for disposing of surplus assets.

• A proposal to begin identifying land and funding for a large indoor and outdoor sports complex with a water park.

• A proposal to bring a temporary ice rink during the holiday season to downtown Oroville.

• Adoption of the 2025-26 appropriations limit.
