


The Butte County Sheriff’s Office arrested three Butte County residents on July 3 — one of whom is a minor — for alleged burglary of a historic hotel in Inskip, a small community north of Sterling City.
The Sheriff’s Office arrested Heidi Panter, 44, of Chico; Joseph Campbell, 36, of Magalia; and a juvenile after starting the investigation on June 30, according to a release from the Sheriff’s Office. In their investigation, deputies say they found evidence the three people entered the Inskip Inn and took multiple items.
Deputies worked with the Butte Interagency Narcotics Task Force and the Special Enforcement Unit to serve a search warrant at the 900 block of Nord Avenue in Chico where Panter lived. Along with locating more evidence allegedly linking the three suspects to the burglary, deputies allegedly found methamphetamine and drug paraphernalia in the residence, according to the release.
Deputies arrested Panter on suspicion of contributing to the delinquency of a minor and on suspicion of felony burglary. Deputies arrested Campbell also on suspicion of felony burglary and on suspicion of child endangerment. The juvenile was arrested on suspicion of felony burglary and taken to Butte Count Juvenile Hall while Panter and Campbell were booked into the Butte County Jail.
Kidnapping sentencing
Jose Alvarado-Rodriguez, 50, of Chico, was sentenced to 36 years in state prison on Wednesday for an attempted kidnapping charge and multiple sexual assault charges.
On June 11, Alvarado-Rodriguez pleaded no contest to the charges.
The attempted kidnapping charge involved an 18-year-old woman who left a downtown bar on foot when Alvarado-Rodriguez pulled up next to her in his white van in August 2024, stated a release from the Butte County District Attorney’s Office. He attempted to pull the woman into his van, but after a brief struggle and intervention from witnesses the woman broke free and Alvarado-Rodriguez drove off, the release further stated.
The sexual assault charges regarded a 2023 incident involving a teenage family member of Alvarado-Rodriguez.
“The prosecutor told the sentencing judge the victims both have suffered ongoing trauma from the events, and chose not to attend the hearing, but victim impact statements were submitted to the judge on their behalf before sentencing,” stated the release. “The judge agreed with the prosecution’s requested upper-term sentence, and sentenced Alvarado-Rodriguez to 36 years in state prison.”
