Gary D. Blank, a onetime top White House economic official and 11-year veteran of Fidelity, is poised to become the chief of staff at Governor Charlie Baker’s budget office in June, Baker administration officials said.
Blank, a Fidelity senior vice president, has given his notice at the Boston-based financial services juggernaut where he held top policy and community relations roles.
He will replace Dominick M. Ianno, who has served as chief of staff in the Executive Office for Administration & Finance — the state’s most powerful secretariat — since Baker took office in January 2015.
Ianno will remain a top official, taking the role of a senior adviser to Secretary of Administration and Finance Michael J. Heffernan.
“I have asked Dominick Ianno to step up into the role of my senior advisor at A&F where he will lead our strategic communications and policy efforts,’’ Heffernan said in a statement. “I’m fortunate that one of the most trusted members of the A&F senior team is taking on this important role. We are bringing on Gary Blank as our A&F chief of staff starting next month. Gary has an impressive background in both the public and private sectors and will be a great addition to the A&F team.’’
Blank served as chief of staff at the White House’s Council of Economic Advisers from 2005 to 2007 during the administration of George W. Bush, according to his LinkedIn biography.
The shift at the budget office comes in the wake of months of trouble at the state Department of Revenue, which is part of the administration and finance office.
A data breach there made private information from about 39,000 business taxpayers visible to other companies, potentially competitors, and lasted from August through Jan. 23, officials said.
The department acknowledged in March that it had failed to deliver timely child support payments to about 1,500 parents since the beginning of the year.
In April, officials said the personal information of thousands who pay child support was inadvertently sent to companies that do not employ them.
This month, the revenue agency said it incorrectly underpaid about 70 custodial parents who are on welfare or who had just gotten off it this year.
The administration and finance secretariat has broad power and oversees financial affairs for the state government.
Officials there make the $40 billion budget blueprint upon which the House and Senate build their annual plans.
They effectively hold the purse strings of the Commonwealth and make big decisions on day-to-day operations as well as long-term capital investment.
And they oversee an important swath of government, from tax collectors to human resources officials to procurement to the state library.
Baker, a Republican and himself a onetime secretary of administration and finance, is running for reelection in the fall.
