Large fishing boats (above) work the sea off Gloucester. Small-boat scallop fishermen are worried about being overwhelmed by larger boats in the Gulf of Maine. Because of a regulatory loophole, the large vessels have no quota on the amount they can catch, unlike their smaller counterparts that are limited to 200 pounds per day.
